The New SECoR zone is expected to be in the vicinity of its erstwhile capital ‘Hyderabad’ to ensure better transit oriented transformation of New Capital and the new Railway Zone. SECoR will specially focus on Port-oriented growth as Vizag, Kakinada, Krishnapatnam, Gangavaram to contribute for new revenue streams in tax free Andhra Pradesh while Machilipatnam, Vodarevu, Duggirajapatnam Greenfield Port development being set up to boost major exports and imports
New Delhi: The new South East Coast Railway (SECoR) Zone is likely to be announced in the upcoming Railway Budget Session on July 9. The Narendra Modi government is likely to present its maiden General Budget on July 11 while the Railway Budget is likely to be presented on July 9, according to sources. The Budget session is likely to begin on July 7 and end on August 25.
Both the ruling and Opposition parties showed their inclination to the new zone before the elections. With most political parties having promised the new railway zone for Andhra there is no going back on the promise.
Insiders indicate division process is almost over and the new headquarters will be setup in either in Visakhapatnam or Vijayawada.
Interestingly, there is likely to be only one new appointment for the new Railway zone, that of the General Manager for the new SECoR zone. The administrative staff will be divided among the two zones, while field staff and district level staff will continue as before. The need for a new zone is being felt even more strongly to provide a rail link between the bifurcated states. Also, the fact that every zone is informally identifiable with a state, the need of the new zone has been heightened further. “With a public commitment having been made there is no looking back”.
“Although the Railway Board has not been particularly in favour of a new zone, it is not the final authority and Narendra Modi led government most likely to announce the new railway zone during the railway budget,” said a senior official. The proposed railway zone will be of 3,500 route kilometers with four divisions viz. Visakhapatnam, Vijayawada, Guntur, Guntakal.
According to the senior official, Vijayawada and Guntur are both major junctions, well connected and having all supporting infrastructure, the headquarters for the new zone is likely to be set up in either of these. However, redefining boundaries of the South Central Zone as well as that of the East Coast Zone is likely to bring Vishakhapatnam division to the new zone.
The new zone is expected to see port-oriented growth as it will have the advantage of four existing ports and two more in the process. Seeemandhra region has the benefit of Vishkapatnam, Gangavaram, Kakinada and Krishnapatnam ports, setting up of Machlipatnam and Duggirajapatnam ports are underway.
Being a social economic requirement of the new region, the new zone is likely to fulfill several demands of enhanced connectivity of the new capital of the new state with Hyderabad.
