Corruption badly impacts Economy & Social Life: Sri PC Parakh, Ex.Secretary to GoI

सिकंदराबाद Secunderabad (SC): “Vigilance awareness Week – 2014” is being observed by South Central Railway from 27th to 31st October, 2014. The theme for current year’s Vigilance Awareness Week is “Combating Corruption- Technology as an enabler”. On this occasion, a function was held on 27th October, 2014 at Rail Nilayam Auditorium, Secunderabad. P.C.Parakh, IAS (Retd), ex.Secretary to Government of India graced the occasion as Chief Guest on the occasion. P.K.Srivastava, General Manager, South Central Railway presided over the function. A educative skit ‘Benefit’, suiting to the theme of the year was presented by employees on this occasion. All Heads of Departments, Senior Officers, Field Officers and staff were present.

Speaking on the occasion, P.C.Parakh, IAS (Retd), ex.Secretary to Government of India expressed his happiness to be part of Vigilance Awareness Programme organized by the South Central Railway. While acknowledging the existence of rampant corruption in the government which badly impacts economy and social life, he said that this is a matter of serious concern. He has said that the CVC has aptly selected this year’s theme which shall go a long way in checking the corruption at various levels. Delving deep into the reasons of corruption prevailing in the society and government, he reasoned out that the sociologists attribute this phenomena to the theories of utility, equity, differential association whereby an individual inherits or imitates his parents, teachers, piers, colleagues and Superiors as an adult. He has also brought out that the sociologists had a solution to come out of these traits by following moral/informal/formal sanctions i.e. a child learns good habits from parents and teachers which in his future career, keeps him away from indulging in corruption. In addition to these time tested theories, he has also felt that the technology would play an active role in combating corruption by eliminating opportunity in the processes and dealings. He also released a Vigilance Bulletin of South Central Railway, brought out on the occasion.

P.K.Srivastava, General Manager, South Central Railway, presiding over the function stated that the South Central Railway has adopted Technology and Innovations in many areas to combat corruption thereby saving the public from the evil effects. He has pointed out that the SMS based complaint system is receiving tremendous response from the travelling public. While explaining that of the 1.8 lakhs odd complaints received through this system since inception, 97.5% of them have been resolved which shows the commitment of the Railways to have a corrupt free service to its customers. While highlighting that the Technology based Innovations in areas like e-procurement of stores, medicines, Train Operation Information System enabling the customers to know the train arrival/departures status over mobile phone, is a step towards the future technology that is going to be introduced in Railways in futures.

Earlier, Gajanan Mallya, Sr.Deputy General Manager & Chief Vigilance Officer of South Central Railway welcomed the gathering and gave an account of the Vigilance activities of the Vigilance department during the year including operation and usage of Vigilance website. Various case studies on Vigilance related matters are being presented during the week to educate officers and field staff on avoiding common mistakes. A set of DO’s & DONT’s has been published in the Vigilance Bulletin which would be found useful for day to day working.
