Day after Clerk Showcaused, DRM/Raipur cancels Transfer Order

RAIPUR: Stung by criticism, railways has cancelled transfer of a woman senior clerk who was served a show-cause notice for refusing to sing duets with a top official of Bilaspur railway zone.

The woman employee, appointed under cultural quote, was issued notice asking why disciplinary action should not be taken against her for disobeying orders of DRM, Raipur in connection with preparations of a few duet songs to be sung during a get-together function organised on January 16. As the copy of show cause notice went viral, railway authorities immediately cancelled the transfer order.

In the show cause notice issued to the woman employee, the Railways took a stand that she, being appointed under cultural quota, cannot refuse to perform at the event and also cited Railway Servants (Conduct) rules 1966 and Railway Servants (Discipline and Service) Rules 1968 to initiate disciplinary action against her, which rules doesn’t necessarily attracts punishment to any individual appointed under the Cultural Quota for not able to perform any any point of time while in service.

It may be pertinent to mention here that the non-performance of any individual in any specified fields of excellence (arts, cultural, sports etc.) is not the prerogatory to enforce rules as such situation depends on their physical, emotional and psychological well being at that particular point of time.  Importantly the employments in the specific fields of excellence are allowed by the constitution only to encourage the individuals to excel in their specific fields of art forms; and need not necessarily obligatory to perform for the enjoyment of the Railway Officials.

Meanwhile, state women’s commission has taken suo-moto cognizance of media reports and is all set to issue notices to Bilaspur Railway Zone general manager and SECR Divisional Railway Manager (DRM).
