New Delhi: Ministry of Railways through RITES Ltd invites RFP for engaging Consultants for Advisory Services for setting up of a National Rail Transport University vide Tender Ref. No: RITES/ RB/NRU/2016(RFP) so as to develop professionally trained personnel to join not only Indian Railways but various other Metro Rail systems as a career option against publicly held recruitment examinations; and who have the necessary skills to bring quantum improvement and developments in Railway industry at large. As part of this endeavour, the Ministry of Railways have decided to undertake the setting up of National Rail Transport University (NRTU).

The indicative cost of the Project is estimated at Rs.1114 Crore (Rupees one thousand one-hundred and fourteen crore) and RITES Ltd has been appointed to carry out the process for selection of Consultant for providing Advisory services for setting up of NRTU.
The selected consultant shall sign an Agreement with RITES for assisting Ministry of Railways in setting up of National Rail Transport University.
The Consultant shall have to prepare a detailed project report for determining the technical feasibility and financial viability of the Project and shall also handhold the authorised legal entity by Ministry of Railways /Society proposed to be constituted till University is set up and key persons to manage/ develop the NRTU are appointed.
The Consultancy Team shall consist of the following national/international key personnel (the “Key Personnel”) who shall discharge their respective responsibilities as specified below:
The Bidder shall have received a minimum income of Rs.22.3 crore or US $ 11.2 million per annum from management consulting (excluding revenues from Audit, Tax and Assurance, project management, engineering/design, IT consulting, outsourcing, etc.) during each of the 3 (three) financial years preceding the Proposal Due Date. For the purpose of evaluation, Bidders having comparatively larger revenues from professional fees shall be given added weightage. For the avoidance of doubt, professional fees here under refers to fees received by the Bidder for providing advisory or consultancy services to its clients.
Conditions of Eligibility for Key Personnel: Each of the Key Personnel must fulfil the Conditions of Eligibility specified below:
The Bidder shall furnish as part of its Proposal, a bid security of Rs.2,00,000 (two lakh) in the form of a Demand Draft issued by one of the Nationalised/ Scheduled Banks in India in favour of the RITES Limited payable at Gurgaon (the “Bid Security”), returnable not later than 30 (thirty) days from PDD except in case of the two highest ranked Bidder as required in Clause 2.25.1. In the event that the first ranked Bidder commences the assignment as required in Clause 2.30, the second ranked Bidder, who has been kept in reserve, shall be returned its Bid Security forthwith, but in no case not later than 120 (one hundred and twenty) days from PDD. The Selected Bidder’s Bid Security shall be returned, upon the Bidder signing the Agreement and completing the Deliverables assigned to it for the first 2 (two) months of the Consultancy in accordance with the provisions thereof. Any Bid not accompanied by the Bid Security shall be rejected by the Authority as non-responsive. The Authority shall not be liable to pay any interest on the Bid Security and the same shall be interest free.
The date, time and venue of pre-Bid meeting is declared as 5th January, 2017 @ 14.30 Hrs in the Conference Room, RITES Limited, 6th Floor, (Left Wing), RITES Bhawan No.1, Sector 29, Gurgaon.
