WR, CR officials claims ‘Immunity’ over the Safety Reports of CRS

Unaccountability had emboldened the cadre officials to take lightly the maintenance of Railway System in India. Railway officials always talk about CRS when they are blamed for lack of critical analysis and action when derailment happens, and say that since CRS come under the Ministry of Civil Aviation, there is no bias, but the truth is that Final Power rests with the Railway Board which can reject the CRS report. There is no other way to pursue the matter after that, which is why Railways and its Officers run amuck as they know no police action will be taken against them, ever, thus claim absolute immunity!IR Line of Control

Mumbai: Officials from within claimed there was no one to question the Railways about lack of safety measures. Sources said the Commission of Railway Safety (CRS) that had a head office in Lucknow and had been placed under the Ministry of Civil Aviation for an unbiased evaluation of accidents like the one that occurred on Western Railway (WR) and the one on Solapur Division were an eyewash as its safety reports were not binding on and could be overturned by the Railway Board.

A senior official said that was the reason why railways, both CR and WR, had been left unchecked, endangering the lives of 75 lakh commuters travelling daily on these lines.

“Railway officials always talk about CRS when they are blamed for lack of critical analysis and action when derailment happens and say that since they come under the aviation ministry, there is no bias, but the truth is that final power rests with the Railway Board which can reject the CRS report. There is no other way to pursue the matter after that, which is why railways and its managers run amuck as they know no police action will be taken against them, ever,” he said.

Another official working in Mumbai suburban for almost a decade said that he did not remember any railway official being removed from the services owing to deaths caused by derailment on the Mumbai suburban till date.

“I have never seen an officer kicked out of service. At the most, there have been cases where the officer was transferred to other railway zones like the North Frontier that are known as punishment postings,” he said.

Officials said that unaccountability had emboldened the cadre to take lightly the maintenance of Mumbai suburban.

“There is a wild card that the Board holds to nullify any CRS finding and uses as a safety net when something goes horribly wrong,” said the senior official
